Air Force Contract for Installation of Radios and Antennae.

Abstract

In September 1999, the Senate Committee on Small Business requested we review the actions taken by the Air Force regarding a contract awarded to Techdyn Systems, a small disadvantaged business. Specifically, the Committee requested that we determine the propriety of the Air Force direction in a prime contract, that the prime contractor subcontract a portion of its work to a specifically named subcontractor. In addition, the Committee requested that we review the propriety of the Air Force's insistence that the prime contractor continue to work with that specific subcontractor, even when notified that the subcontractor was not performing.
