Evasion and Recovery: Combatant CINC's Dilemma

Abstract

Each combatant CINO's challenge is to determine how much time and resourcing to give an evasion and recovery (E&R) effort when the primary focus is winning a possible MTW. The dilemma is that evasion and recovery efforts are extremely dangerous and difficult and require an extraordinary amount of detailed planning, training and effort at the tactical level. when considering this investment of resources and for what might coldly be assessed as very little return at the strategic level, the commander faces a difficult dilemma. This paper focuses on the commitment of all commanders, the historical perspective, agency responsibility, terminology, challenges and possible solutions to a CINOs' dilemma. For a more complete understanding of the problem, the discussion will encompass elements from the tactical to the strategic level.
