REGULATORY REFORM: Procedural and Analytical Requirements in Federal Rulemaking

Abstract

I am pleased to be here today to discuss our reviews of agency compliance with a number of procedural and analytical requirements in federal rule making. The reviews were conducted in response to congressional concerns that agencies had not adequately considered the effects of their actions on regulated entities or worked to minimize any negative effects. The requirements that we examined are contained in a number of statutes and executive orders governing the rule making process, including the Administrative Procedures Act, the Regulatory Flexibility Act, the Unfunded Mandates Reform Act, and Executive Orders 12866 and 12612.
