DOD Base Realignment and Closures

Abstract

Congress established a Base Closure Account to implement the 1988 Commission on Base Realignment and Closure recommendations. The Base Closure Account is to be used for one-time implementation costs of constructing new facilities at realigning installations. This report summarizes our review of realignment actions in the Navy and Air Force. Army activities were not included in this review because of other recent audit coverage.
