Funding of the Nationwide Emergency Telecommunications Service.

Abstract

The Nationwide Emergency Telecommunications Service (NETS) is part of a national-level program to provide survivable telecommunications support for national security leadership in major disasters, including nuclear attack. National Security Decision Directive (NSDD) 201 requires DoD to finance all of the NETS development costs. It also requires the DoD and 22 other Government agencies to finance the implementation and recurring costs of the NETS, based on an allocation method prescribed in NSDD 201. From FY 1982 through FY 1990, DoD financed development costs totaling $94.6 million and $3.3 million of the total $4.8 million for implementation and recurring costs.
