Manipulating the Media for Operational Deception

Abstract

The military must manipulate the media in order to deceive the enemy. Since the media is an intelligence source for the enemy commander, information conveyed through the media must be consistent with the overall deception cover plan. There are historical examples where the military has manipulated the media for this purpose. Current joint military doctrine does not prohibit manipulation of the media to deceive the enemy but does prohibit propaganda and manipulation of public opinion. Deception at the operational level of war has been proven effective in numerous cases and should be part of every campaign plan in the future.
