"Pre-Emptive Decision-Making" In a Network-Centric Environment: Preserving the Role of the Operational Artist

Abstract

"Pre-emptive decision-making" seeks to counter risk of the national leadership diluting the operational commander's C2 of forces and advantages that concept of "Network-centric Warfare" will offer. Technological advances will increase capabilities in C4IR & lethality of forces. Tactical and operational actions have increased potential to directly influence strategy and policy--technology will increase involvement of national leadership in military operations. "Primacy of policy" and pattern recognition are means to identify national-strategic decision points, assist in framing options and preserve CJTF C2 and op-tempo.
