The Implications of the Transfer of Authority of the Panama Canal Zone on Us Southern Command's Theater Engagement Planning

Abstract

In December 1999 under the provisions of the 1977 Panama Canal Treaties, the U.S. relinquished authority over the Panama Canal and ten American military installations throughout Panama. As a result of the provisions of these treaties, U.S. Southern Command will need to compensate for the loss of forward basing in Panama in order to continue to perform its anti-drug regional mission. U.S. Southern Command must also expand its mission to meet threats to the continued freedom of access of the canal. This paper explores these new challenges to U.S. Southern Command and offers recommendations for future theater engagement planning.
