Qualified Recycling Program (QRP) Guide

Abstract

The Qualified Recycling Program Guide explains how to develop and operate region wide and installation wide Qualified Recycling Programs (QRP) for naval shore activities. The June 2000 version updates and expands the previous guide, UG-2003-ENV, published in March 1995. This guide is divided into seven chapters. Chapter 1 introduces the concept, background, and regulations of the QRP. Chapter 2 outlines the steps necessary to establish a QRP at your installation. Chapter 3 discusses how to sell the recyclable materials and how to allocate sales proceeds. Chapter 4 explains how to handle QRP finances in relation to labor, equipment, sales proceeds, and "seed" money. Chapter 5 explains record keeping of QRP operations. Chapter 6 discusses how QRPs operate when managed by Working Capital Funded activities.
