Abstract

This report contains two speeches on the same date at the Leadership Academy the Bundeswehr. Scharping, the Minister of Defense, is addressing the officers on the 25th anniversary of the founding of the academy. He notes that the academy also trains officers from foreign countries. The "empathy" Scharping refers to comes from the founders of the academy, Count Wolf von Baudessin, and is a concept of cooperative security. Scharping ties this theme to European security and the future. The second speaker, General Millotat, is the director of instruction. His lecture concerns the concept behind the academy and changing debate over course content and length of training.
