DOD Crime Fighters: Do the Right Rules Apply?

Abstract

DOD has been actively involved in Counterdrug operations for the past twenty years. Given the continuing magnitude of the drug problem in the U.S. today, it is unlikely that this mission will end anytime in the near future. While the military's contribution to the CD effort has evolved and expanded over the years, DOD should continue to seek opportunities to improve the overall mission through various measures. This paper provides three suggestions for how DOD can do so. First, given the long-standing nature of the mission, DOD should consider assigning CD operations to subordinate unified commands with permanently assigned members. Second, DOD should seek reduced legal constraints in order to pursue a more primary role in CD operations overseas, rather than merely providing support to law enforcement agencies. Third, since most of DOD's efforts will likely continue in support of LEA's, consideration should be given to providing senior executive level military training to certain personnel of the LEA's involved in the CD mission.
