Abstract

In preparing for the 21st century, Navy leadership faces both short- and long-term dilemmas: In the short term, how can the Nayy make its recruiting mission this year and-if the economic boom continues-in 2001? In the longer term, how is the Navy going to attract the technical talent required to serve on the smart ships of the 21st century?
