Foreign National Security Controls at DoD Research Laboratories

Abstract

Public Law 106-65, National Defense Authorization Act for Fiscal Year 2000, section 1402, "Annual Report on Transfer of Militarily Sensitive Technologies to Countries and Entities of Concern," requires an annual interagency review on the transfer of militarily sensitive technologies to countries and entities of concern. We visited the Defense Advanced Research Projects Agency in Arlington, Virginia; the Army Research Laboratory in Adelphi, Maryland; the Naval Research Laboratory in Washington D.C.; and the Air Force Research Laboratory-Munitions at Eglin Air Force Base, Florida. From October 1, 1998, through December 31, 1999, those four sites had 2,337 foreign visitors, of which 873 were official visits originating from the foreign visitors' embassies.
