Allegations Relating to the Procurement of a Report Module for the Composite Health Care System II

Abstract

This audit was performed in response to allegations made to the DoD Hotline on potential procurement violations involving an ad hoc report module for the Composite Health Care System (CHCS) II. CHCS II is a second-generation clinical information system designed to generate and maintain a comprehensive computer-based patient record for each military health system beneficiary. The ad hoc report module of CHCS II allows the user to create reports of choice by "drilling down" into an individual patients record or a series of patient's records. The total cost of the ad hoc report module and related business licenses is projected to be about $17.2 million through FY 2006.
