Relieving Stress on the Army Options for Change

Abstract

This study identifies and evaluates near-term policy, mission, and force structure changes that could make a larger portion of Army combat forces more suitable and available for a wider range of missions and/or better able to meet readiness requirements. Twelve specific options are developed and analyzed. These include policy changes to use more of the force more efficiently in smaller-scale contingencies (SSCs); increases in Special Operations Forces, Patriot, and similar high demand units; more aggressive use of Reserve component combat units in SSCs; changes in the current mix of heavy and light forces including reintroduction of middleweight units; and reallocation of manpower among components to alleviate personnel shortages.
