The Development and Implementation of the Skilled Projection for Enlisted Retention (SKIPPER) Community Management Model

Abstract

This report describes the enlisted community management model used to determine specific, community-level accession, training and advancement plans. The model provides projections by fiscal year, length of service and paygrade for up to eight years into the future. The current operational version is the second generation management model developed for BUPERS. Future versions will include additional enhancements as well as a merger with an existing sea/shore rotation model.
