Management of Contracts for F110 Engine Procurements

Abstract

This audit was performed in response to an allegation to the Defense Hotline that the Wright-Patterson Air Force Base Procurement Contracting Office made poor procurement decisions on F110 aircraft engine contracts. The allegation also stated that as a result of the Procurement Contracting Office failure to monitor the contract clauses, Government funds were not collected in a timely manner. The contracts relating to the allegation valued at $7.5 billion, were awarded during calendar years 1984 through 1998. The total amount of money that was identified as not collected in a timely manner was approximately $50 million. The Administrative Contracting Office, Defense Contract Management Agency at the General Electric Aircraft Engine plant in Cincinnati, Ohio, was responsible for contract administration functions after contract award.
