Combating Terrorism: Accountability Over Medical Supplies Needs Further Improvement

Abstract

This report responds to your request that we follow up on the status of the corrective actions taken by the responsible agencies to address the internal control weaknesses and recommendations previously reported in October 1999 1 that could affect the United States ability to effectively respond to chemical or biological terrorist incidents. This ability is dependent, among other things, on the plans, methods, and procedures used to ensure that the medical supplies designated for this purpose are current, accounted for, and ready for use. The President's fiscal year 2001 budget proposed spending about $11.3 billion to combat terrorism. Among the resources the federal government is devoting to combating chemical and biological terrorism is funding to develop and maintain a national stockpile 2 of pharmaceutical and medical supplies that can be used to treat civilian and military victims of chemical and biological terrorist acts.
