The Hierarchy and Necessity Principles: A Critical Examination of Jointness

Abstract

Our military has struggled with jointness and specifically with overcoming service biases and doctrinal differences in joint operations. Recently, CAPT Robert C. Rubel developed principles in an effort to advance joint theory. The development of these principles is a first step towards a clinical examination of jointness. This paper introduces the qualities of the Hierarchy and Necessity Principles by examining World War II examples. Using these two principles, the paper critically analyzes the affects of the Goldwater-Nichols Act (GNA) on joinmess. It argues that the GNA has not done enough to eliminate service biases in joint operational decision-making, as demonstrated in the Gulf War and Kosovo. It makes specific recommendations to speed-up the evolutionary process of jointness for the future.
