Federal Impact Aid: Fair and Effective

Abstract

When the children of military service members go to a local school, the federal government provides the school district a subsidy. This occurs because the military members do not contribute to the local tax base in the same prc portion that local residents do. The funding is not insignificant, amounting to almost a billion dollars in fiscal year 2000. However, some argue that the subsidy provided is inadequate to offset the higher costs incurred by educating the additional students. Researchers from RAND's National Defense Research Institute analyzed the Impact Aid program, paying special attention to its effect on the children of members of the armed forces.
