DoD Insider Threat Mitigation

Abstract

This report provides an explicit set of recommendations for action to mitigate the insider threat to DoD information systems. The report results from the actions of an Insider Threat Integrated Process Team (IPT) requested by the Senior Civilian Official (SCO) of the Office of the Assistant Secretary of Defense (Command, Control, Communications and Intelligence) OASD (C31). The Team's charter was "to foster the effective development of interdependent technical and procedural safeguards" to reduce malicious behavior by insiders.
