Public/Private Competition at Lackland Air Force Base

Abstract

This report discusses our assessment of the Office of Management and Budget Circular A-76 public/private competition that was initiated in January 1999 at Lackland Air Force Base, Texas. The goal was selection of a supplier of base operating services offering the best overall value to the Air Force. The competition was conducted under the direction of the Air Force Air Education and Training Command, the major command for Lackland Air Force Base. The scope of the A-76 competition included 19 base operating support functions, including airfield support and workload transferred from Kelly Air Force Base, Texas, as a result of the 1995 Base Closure and Realignment Commission decision to close that base. A total of 1,482 full time equivalent personnel positions performed the functions included in the A-76 competition. We conducted the audit in response to requests from the former Deputy Secretary of Defense and from both United States Senators and four Members of Congress from Texas.
