Assessment of A/C Deicing Fluid Management Options for Air Force Bases

Abstract

The United States Air Force Center For Environmental Excellence (AFCEE) requested an analysis of aircraft deicing fluid (ADF) management options available for the treatment and disposal of ADF contaminated stormwater. AFCEE's concern stems from growing national restrictions on stormwater runoff. The restrictions force the Air Force to invest in containment and treatment systems to manage ADF contaminated stormwater. Therefore several airplane deicing fluid storage and treatment options were evaluated. This departmental report evaluates two different storage options, including on and off-line storage, and three different ADF treatment options, including aerobic treatment anaerobic treatment, and recycling. The critical issue was finding a way to store the ADF contaminated runoff and dispose of the collected waste in order to ensure that flight operations will not be restricted. In order to evaluate the effectiveness of deicing treatment options, many criteria were considered. Meeting EPA regulations coupled with a minimum cost solution were the major criteria. Other criteria included meeting National Pollutant Discharge Elimination System Permit requirements and management and maintenance requirements.
