Swords into Stilettos: The Battle Between Hedgers and Transformers for the Soul of DoD

Abstract

This paper argues that the U.S. defense establishment, despite an inherent American affinity for technology, and powerful RMA advocates inside DoD, has by and large rejected radical transformation. More significantly, given an uncertain strategic forecast, I maintain the U.S. should not move to transform its military radically. I say "should not move to" instead of "should not" to avoid being categorical. Thus, I leave the door open for radical transformation at some point if the future situation dictates. However, it is not the case now.
