Advanced Sensor Applications Program Joint Project

Abstract

In June 1993, DoD and the National Oceanic and Atmospheric Administration, Department of Commerce, established a memorandum of understanding to implement a cooperative program of research and development intended to accomplish major improvements in non-acoustic technology. The program was a congressionally established joint project under the Advanced Sensor Applications Program. This audit was in cooperation with the Inspector General, Department of Commerce, and the Defense Criminal Investigative Service. The Inspector General, Department of Commerce, received an allegation concerning potential misappropriation of DoD funds by the Environmental Technology Laboratory, National Oceanic and Atmospheric Administration, located in Boulder, Colorado. The allegation was that the Environmental Technology Laboratory charged the Advanced Sensor Applications Program Joint Project for costs applicable to other programs.
