Abstract

Terrorist attacks over the last decade have grown in violence and sophistication, culminating in the worst attack ever on September 11. The threat of terrorist attacks against U.S. citizens and U.S. interests around the world has become the Nations most pressing national security issue. In recent years several high-level, expert commissions have addressed the threat of terrorist attacks against the United States and have made specific recommendations to enhance our efforts to prevent and respond to terrorist acts.
