Climate Change and the Federal Budget

Abstract

This Congressional Budget Office (CBO) memorandum was prepared at the request of the Senate Committee on the Budget to document current U.S. efforts in the area of global climate change and to review current federal spending programs and tax policies that relate to climate change. The memorandum also describes proposals contained in the President's 1999 budget for finding for those programs and several new tax policies. It should be helpful to policymakers as they consider options to respond to international proposals for reducing the threat of climate change. In accordance with CBO's mandate to provide objective and impartial analysis, the memorandum contains no recommendations.
