Trends in Federal Spending for the Administration of Justice

Abstract

Spending for the administration of justice has been increasing at all levels of government. The Violent Crime Control and Law Enforcement Act of 1994 highlighted once again the concerns that the people and their elected officials have about public safety. But that effort was merely the continuation of a trend that has seen spending for the administration of justice at all levels of government increase substantially over the past three decades. This memorandum by the Congressional Budget Office (CBO) reviews the trends in such spending at the federal level over the past 30 years, discusses changes in these trends in the wake of the 1994 Crime Control Act, reviews the final results of the 1996 appropriation process as they have affected spending on the administration of justice, and briefly summarizes the President's 1997 budget request for justice programs.
