Abstract

This report is a statement given by Barry Anderson, Deputy Director Congressional Budget Office given before the U.S.-China Commission Dirksen Senate Office Building. He talks about his recent trip to China where he went as part of a team from the Organization for Economic Cooperation and Development. During that time, he spoke to members of the National People's Congress about the U.S. budget system. He highlights various topics in his talks in this report, including. budget issues in China and the role of the PLA in the economy, the transparency of the United States budgeting process, the separation of powers, the differences between the budget processes in the United States system and the process in a parliamentary system.
