Applying Strategic Management in the Office of the Assistant Secretary of the Army for Financial Management and Comptroller (ASA(FM&C))

Abstract

The Assistant Secretary of the Army for Financial Management and Comptroller (ASA(FM&C)), the Honorable Mrs. Helen T. McCoy, started an organizational performance improvement initiative in September 1999. Mrs. McCoy decided the organization should develop a strategic plan to provide a clear future direction for the Office of the ASA (FM&C), consolidate all of the office's subordinate organization strategic plans, and better define the roles and responsibilities within the office of the ASA(FM&C). Mrs. McCoy directed Ms. Barbara Bonessa, Chief of the Financial Management Redesign Office, to lead the strategic planning effort. Ms. Bonessa built a strategic planning team primarily with strategic management expertise from outside of the office of the ASA(FM&C). The team consisted of Mrs. Bonessa, her assistant, an analyst from the U.S. Military Academy's ORCEN and three management consultants from the U.S. Army Audit Agency (USAAA).
