JUSTICE IMPACT EVALUATIONS: One Byrne Evaluation Was Rigorous; All Reviewed Violence Against Women Office Evaluations Were Problematic

Abstract

During fiscal years 1995 through 2001, NIJ awarded about $6 million for five Byrne and five VAWO discretionary grant program evaluations. Of the 10 program evaluations, all 5 VAWO evaluations were designed to be both process and impact evaluations of the VAWO programs. By contrast, only one of the five Byrne evaluations was designed as an impact evaluation and the four other Byrne evaluations were process evaluations.
