Abstract
The Defense Information Systems Agency's (DISA) operations and maintenance, Defense-Wide (O&M, D-W) appropriation includes the National Communications System (NCS) (a National Security and Emergency Preparedness mission) and the White House Communications Agency (a Presidential support mission) are also assigned to the Director of DISA. The Agency's O&M budget thus consists of the following business lines: the White House and National Command; Information Systems Security Program; Information Superiority Command and Control (C2)(including Teleport); CINC Support and Operations; Joint Test, Spectrum Management and Engineering; Combat Support/Electronic Commerce; DOD Information Services; and Agency Management. The Q&M appropriation funds civilian salaries, operating costs and technical contractor support for all these activities including Combating Terrorism and special operations efforts. The funds provided to the Agency result in improved: national level telecommunications support; command and control of military forces; deployment of combat intrusions; interoperability of telecommunications worldwide and among coalition forces. All of this must be done in an environment of high security and interoperability. To that end, the Agency provides the technical architectures, standards, and testing that ensures that hardware, software, and systems achieve the desired interoperability and security needs of combatant commanders. Training and assistance is provided on-site as part of DISA's outreach to facilities at home and overseas, and includes modern media such as CD-ROM.
