COMBATING TERRORISM: Critical Components of a National Strategy to Enhance State and Local Preparedness

Abstract

As increasing demands are placed on budgets at all levels of government, it will be necessary to make sound choices to maintain fiscal stability. All levels of government and the private sector will have to communicate and cooperate effectively with each other across a broad range of issues to develop a national strategy to better target available resources to address the urgent national preparedness needs. Involving all levels of government and the private sector in developing key aspects of a national strategy that I have discussed today - a definition and clarification of the appropriate roles and responsibilities, an establishment of goals and performance measures, and a selection of appropriate tools - is essential to the successful formulation of the national preparedness strategy and ultimately to preparing and defending our nation from terrorist attacks.
