Internal Revenue Service: Assessment of Budget Request for Fiscal Year 2003 and Interim Results of 2002 Tax Filing Season

Abstract

We are pleased to participate in the Subcommittee's inquiry into the fiscal year 2003 budget request for the Internal Revenue Service (IRS) and the 2002 tax filing season. As you requested, our statement assesses the support for various aspects of IRS s budget request, including the linkage between resources requested and expected results, and IRS's performance in processing returns and providing assistance to taxpayers during this filing season. Our assessment is based on (1) our review of IRS's fiscal year 2003 budget request and supporting documentation; (2) the preliminary results of our review of the 2002 tax filing season; and (3) past and ongoing reviews of various IRS activities, including those related to information systems and performance measures.
