Abstract

There were a series of events that led to the consolidation and downsizing of the Integrated Undersea Surveillance System (IUSS). These events occurred simultaneously during a period when the United States was, defining its National Strategy toward the Soviet Union. What caused the IUSS Downsizing and consolidation? Budget cuts? End of the Cold War (Change in National Strategy)? The Dissolution of the Soviet Union as a threat? Base realignment and closure? Were the decisions made valid now that it is 2001, eight years after the consolidation?
