Decyphering Plan Colombia 2000

Abstract

Provides a detailed description of "Plan Colombia", the $1.3 Billion U.S. Foreign Aid Program approved for Colombia in July 2000. Analyzes each of the five components of Plan Colombia, to include a rationale for U.S. support to the push into Southern Colombia, interdiction, the Colombian National Police, Alternative Economic Development, and Human Rights/Judicial Reform. Incorporates Critical Government Accounting Office Assessment of U.S. Counternarcotics policy in Colombia. Assesses potential effectiveness of Plan Colombia and future implications for U.S. Foreign Policy in Colombia.
