Abstract

This monograph discusses how the Department of Defense could change its system of analysis to better support capabilities-based planning. It pulls together past work and adds new material on implementation, force transformation, and the economics of choice. The mono-graph is intended primarily for policymakers and analysts in the Department of Defense and other parts of the U.S. government concerned with defense planning.
