Civilian Personnel: Mobilization Planning and Management

Abstract

This regulation contains HQDA policy on civilian personnel mobilization planning and management. It implements Department of Defense Instruction 1400.32 and Department of Defense Directive 3005.6. It updates the definition and guidance for Emergency-Essential civilian positions, and provides guidance on the establishment and operations of Recruiting Area Staffing Committees.
