Explosives Safety Policy for Real Property Containing Conventional Ordnance and Explosives

Abstract

This letter prescribes policies and procedures for DA explosives safety controls on real property containing ordnance and explosives (QE). This letter applies to the Army installations of the U.S. Army, the Army National Guard of the U.S. and the U.S. Army Reserve agencies located in the U.S. and its territories. For Army installations in locations other than the U.S. and its territories, this letter may be used as general guidance for ordnance and explosives safety controls so long as consistent with applicable international agreement.
