Abstract

The National Performance Review creates an environment for change, which the Army is leveraging. USACHPPM is a reinvention laboratory. Key principals that are necessary for an effective entrepreneurial organization include: (1) cutting 'red tape'; (2) placing customers first; (3) empowering employees to get results; and (4) getting back to basics: producing better government for less.
