Acquisition: Allegations Concerning the Defense Logistics Agency Contract Action Reporting System

Abstract

This audit was performed in response to allegations made to the Defense Hotline concerning the contract for modernization of the Defense Logistics Agency Contract Action Reporting System. The complainant alleged that the Defense Logistics Agency did not properly plan, execute, or manage the contract to re-host the Contract Action Reporting System from a mainframe computer to a mid-tier computer. The complainant also alleged that the contractor did not fulfill the performance obligations in accordance with the contract requirements. Results. The re-hosted system is currently operational and now more effective but the modernization effort could have been completed sooner and at a lower cost. The Defense Logistics Agency did not effectively plan and execute the upgrading of the Contract Action Reporting System. The Agency:
