Preparing Army Officers for Joint Warfare Leadership

Abstract

The Army Chief of Staff wants to know if the United States Army has taken the appropriate actions to prepare leaders for the evolutionary change of future warfare: joint operations involving air, land, and sea forces? General Shinseki's question is rooted in the 1986 Goldwater-Nichols Act and seasoned with the multiple joint deployments, wars, peacekeeping operations, and other missions the Army has engaged in the past fifteen years. Creation of a new system or modification of an old system is difficult. Change stresses the system and people within the system. Our system in this case is the United States Army. The initial change to the system was the 1986 Goldwater-Nichols requirement for the Army to become more capable for joint operations and interoperability with the three other services. The subsequent stress on the system is the Army Chief of Staff's recent emphasis on joint duty and assessment of Arm actions to prepare officers or joint warfare.
