Construction: Biddability, Constructibility, Operability, and Environmental Review

Abstract

This regulation establishes a system to ensure that the biddability, constructibility, operability and environmental (BCOE) aspects of a project are considered during design and a high degree of BCOE review is integrated into the construction procurement documents for all projects.
