Abstract

The author's goal is to discuss the burgeoning anti-American altitude in Europe based in no small part on the United States' "victory" in the Cold War and its subsequent emergence as the world's one true superpower. Schwarz sees the "virulent aversion" (1) to the United States in light of American foreign policy, especially the cynicism that pervaded the Gulf War aftermath and their alleged arrogance in offhand dealings with allies and hostile powers alike. The changing relationship between the United States and Europe, which Schwarz sees as drifting apart from one another, is broached in the study's first sections, "Divergences between America and Europe".
