Abstract

Nine features are incorporated into this study of European Union funds, insofar as each affects the expansion of the EU: the capacity of the law, the sources of law, the organization of administrations, the allocation of funds, the provenance of funds, the extent of funds on hand, those qualified to apply for funds, the extent of granted funds, the period of time. The authors examine to what degree the funds supposedly available to the EU are earmarked for which purposes, based on the dichotomy "typical" or "atypical" of the dimensions of EU fund-structuring, whether favoritism abounds, and what the financial consequences for an ever-expanding union might be.
