Kontraktmanagement und Personalfuehrung in Oeffentlichen Verwaltungen (Contract Management and Personal Leadership in Public Administration)

Abstract

The author discusses three types of contracts at length: purchase agreements, performance agreements, and employment contracts. This discussion is prefaced by an introduction in which he emphasizes the need for the interests of "corporate planning" to dovetail with those of "human resources", and punctuated by suggestions as to the performance capacity of contract management. The main reforms needed in contract management are: that the bureaucratic macro structure of CM be opened to a loosely coupled alliance of politically controlled administration and a variety of flexible, decentralized administrative units; processes and instruments in this field should cede to comparative advantage; written agreements on decentralization be introduced.
