Das Militaer und die Herausforderung Globaler Sicherheit (The Military and the Challenge of GLobal Security)
Abstract
According to von Clausewitz, a state's armed forces fulfill two functions: to prevent and repel external attacks by other states and to be in a position to attack other states should national interests so dictate. The armed forces of today, however, have different functions, since the function of attack has successively lost its legitimacy in the course of the 20% century. They have become much more global street-workers and policeman than ever before, and these new exertions of authority complement and extend their previous roles. Globalization and the threat of nuclear terrorism have also served to mutate the roles the armed forces shall play in the 21st century.
