The Ministry of Foreign Affairs of Romania was the project client, with RAND acting as the contractor. The study was housed within RAND/Europe's European Defense program of research, headed by Stuart Johnson. The program's mission is to provide high quality research and analysis on issues of importance to allies and partners of the United States. RAND is a private, nonprofit research institution, conducting policy research in the public interest.
