Re-Estimation of LMS Time-of-Day Module Project

Abstract

This is the report on model estimation results in a project that RAND Europe (before 2001 Hague Consulting Group) has carried out together with Bureau Veldkamp and Mark Bradley Research and Consulting (MBRC) for the Transport Research Centre (AVV) of the Dutch Ministry of Transport, Public Works and Water Management. The objective of the project is to estimate a new time of day model that will replace the present time of day component in the Dutch National Model System (LMS), which predicts car drivers' responses to changing travel times (e.g. from congestion) or to the imposition of time-dependent road user charging. This report contains estimation results both for a detailed optimal' model, which is not restricted by the requirement of practical use as module of the LMS, and a simplified model that can be integrated into the LMS. Not only the final best' models are presented, but also models which have been tried, but were rejected in favour of others.
