State Regulation of Heliport Design
Abstract
To the extent that they choose to do so, the design of private heliports is regulated NOT by the FAA but by the 50 States. In order to gain a better appreciation of the extent to which States have chosen to regulate heliports, the FAA sought the cooperation of the National Association of State Aviation Officials (NASAO) Of particular interest is the extent to which the States have made use of the FAA Heliport Design Advisory Circular (AC150/5390-2A). Based on a list of questions provided by the FAA, NASAO surveyed their members. This document summarizes the FAA's analysis of the 42 State responses to the NASAO questionnaire. One might ask, "Why do states regulate heliport design?" While this topic is beyond the scope of this report, the white papers of Appendix 3 discuss some of the concerns that have influenced the development of such regulations.
